Certifying and legalizing your diploma for the Country of Qatar is a three step process.  Qatar Document Legalization.  The three steps including State certification, U.S. Department of State certification, and Embassy or Consulate legalization.

Document Legalization

The Qatar Consulate or Embassy has strict requirements on attesting diplomas and/transcripts.  If you are unable to obtain any of the following documents, please Contact Us before you mail-in your documents to our office for processing.

Here is the list of five documents we will need  (Updated June 2016):
– Copy of your passport
– Original diploma notarized by the school’s registrar.  This must be the original diploma or a new notarized diploma from the school.  Copies will not be accepted.
– Original transcript.  This must be an original transcript printed by the school.  Copies will not be accepted.
– Signed and completed Education Records Consent and Release Form (We will email you this form to complete)
– Signed letter from the school (Enrollment Verification Letter) addressed to the Consulate General of Qatar stating that all of your classes were completed in class and on campus. If any of your classes were completed online, the letter must state the percentage of classes that were completed online.  This letter must be an original letter with a ink signature.  Please see below the key points that must be on the letter.

In order the the Qatar Consulate to accept your diploma, the diploma, transcripts, and verification letter must be attached together and certified by the U.S. Department of State in Washington, D.C.

Verification must include the following key point:

  • Certificate information is accurate
  • Enrollment and attendance (Full-time, part-time, distance)
  • Study and test locations
  • Degree obtained by the student (diploma: Bachelor, Mastor, Doctorate)
  • Duration of the program
  • The actual time the student sepnt to get the certificate (Study start date and end date)
  • If this is a public or private acedemic institution
  • If the student attended more than one institution, it must mention this in the letter.
  • The letter must mention that the diploma took place on campus.  If the student took classes online, they will need to know how many classes where taken online and the percentage of these classes.

– Any university degree issued before 01/01/2000 must be submitted with a letter addressed to the Consulate of Qatar proving the completion of all courses, along with an original transcript

Here are the two simple steps you will need to take before we can begin to certify and attest your diploma:

Step 1: Notarize Your Diploma – The first step is to contact the universities registrar and request the original diploma to be notarized.  If the school does not have a notary on staff, you will need to request a traveling notary to visit the school and meet with the Registrar.

Step 2: Mail-in Your Documents – The second step is to mail in your original notarized diploma included the documents the Qatar Embassy or Consulate office will require (see list above).  Failure to provide the required documents will cause delays in attesting your diploma.

Certifying and legalizing your diploma through the Qatar Embassy or Consulate is a multi-step process.  We will need to first certify your diploma through the State (Example: California), the U.S. Department of State, and the Qatar Embassy or Consulate office.

Qatar Legalization

Qatar Embassy Legalization – Washington, D.C.

We provide fast document authentication, certification, attestation, and Embassy legalization services for Qatar.

Because Qatar is not a member of the Hague Apostille Convention, your documents must first be processed through the California Secretary of Sate, the U.S. Department of State in Washington, D.C., and then through the Qatar Embassy in Washington, D.C. or the Qatar Consulate in Los Angeles.

This three-step-process is required for documents destined for the country of Qatar.

The very first step depends on the type of document you need authenticated. If your document requires notarization (Example: Power of Attorney, Authorization to Agent, Copy of Passport, Affidavit, etc…), you will need to meet with an experienced local notary near you notarize your signature on the document. It’s important to inform the notary that the documents will be authenticated by the State of California and to follow the notarial laws in order to avoid any delays or additional costs.

Education documents (diploma, transcripts, etc…) have strict requirements for the country of Qatar.

  • Educational Diplomas (Any university degree issued after 01/01/2000 must be submitted with a letter proving the completion of all courses in-class rather than online)
  • Other Diplomas (Any university degree issued after 01/01/2000 must be submitted with a letter proving the completion of all courses in-class rather than online)

The Qatar Embassy or Consulate also requests a signed letter from the school stating all classes where completed in-class.  This letter is typically signed by the school’s registrar.

Please note: If your document is written in another language (Arabic), please find a certified to translate your document to English. The U.S. Department of State will not certify a document written in a foreign language. You must also ask the translator to have his/her signature notarized on the document. You can find a certified translator by visiting the American Translator’s Association website. If the translator is in another State, you can sign and notarize the document in California or the State you are currently in.

In California, documents issued by the State or County Clerk do not need notarization as these documents are already signed by a State or County Clerk official. These documents include: Birth Certificates, Death Certificates, Marriage Certificates, Divorce Decree (Court Documents), Articles of Incorporation, Statement of Information, etc…

As mentioned earlier in this article, legalizing documents for Qatar is a three-step-process. We’ve put together a small illustration below to help you understand the process.

Step 1: California State Certification – Because Qatar is not a member of the Hague Apostille Convention, your documents will receive a certification from the State of California and not an Apostille. Each State’s certificate differs from the other. In the United States, we have 50 different certificates. The processing time and fee can vary for each State. For example, we can certify documents in California, Washington, D.C., New York, Maryland, Arizona, and Nevada in 1-2 business days. Step 2: U.S. Department of State in Washington, D.C. – The very next step is to certify your documents through the U.S. Department of State in Washington, D.C. The processing time with the U.S. Department of State is currently 3-4 business days. Please Contact Us for a price quote and estimated time for completion for your documents.  During the months of May-August, the processing time can increase by a few days.

Step 3: Qatar Embassy Legalization – The Embassy of Qatar is located in Washington, D.C. In order for the Embassy to legalize your documents, they must first be certified by the State and the U.S. Department of State in Washington, D.C. The cost depends on the type of documents you have. Personal documents cost less than business documents.  Also, Qatar has an Embassy in Washington, D.C. and a consulate office in Los Angeles.

Qatar Document Legalization Attestation

The Los Angeles Consulate General of Qatar has jurisdiction over the State of California. In addition, Qatar has four Consulate General offices in the United States: New York, Texas (Houston), California (Los Angeles) and Washington D.C.
