What does it mean to attest a document at a Consulate office?

Most countries who are members of the Hague Apostille Convention do not require Consulate attestation.  The exception to this rule is India, Spain, and Italy.  These three countries may require your documents to be legalized through the Consulate after the State has attached the apostille.  If you are sending in your documents to any of the three countries just mentioned, we recommend that you contact the Consulate once you receive your documents back from us.

International Apostille Services, Inc. can only assist you with the apostille service for countries who are members of the Hague Apostille Convention.  For non-members, we can assist you with the entire legalization process (State, US Department of State, and Embassy or Consulate office).

For countries who not members of the Hague Apostille Convention, the process of authenticating documents is called “The Legalization Process”.  Depending on the State your documents originate from and the Country requesting your documents, your documents may require State, US Department of State, and Embassy or Consulate office.

For example, if you need to attest your California birth certificate for the UAE, your certificate will need to be certified by the State, US Department of State, and the UAE Embassy.  Effectively, this is known as the Legalization Process.

The process of legalizing and attesting documents for another country can be confusing and time-consuming.  Many of our clients contact us after they have tried to legalize their own documents.  Clients who decide to start the process on their own usually find out that their documents were processed incorrectly.

Qatar Diploma Attestation, Legalization, Certification

Qatar Diploma AttestationDo you need your diploma attested through the Qatar Consulate or Embassy?

We have processed hundreds of diplomas through the Qatar Consulate offices:

  • Los Angeles – California

Certifying and legalizing your diploma for the Country of Qatar is a three step process.  Qatar Document Legalization.  The three steps including State certification, U.S. Department of State certification, and Embassy or Consulate legalization.

Document Legalization

The Qatar Consulate or Embassy has strict requirements on attesting diplomas and/transcripts.  If you are unable to obtain any of the following documents, please Contact Us before you mail-in your documents to our office for processing.

Here is the list of five documents we will need  (Updated June 2016):
– Copy of your passport
– Original diploma notarized by the school’s registrar.  This must be the original diploma or a new notarized diploma from the school.  Copies will not be accepted.
– Original transcript.  This must be an original transcript printed by the school.  Copies will not be accepted.
– Signed and completed Education Records Consent and Release Form (We will email you this form to complete)
– Signed letter from the school (Enrollment Verification Letter) addressed to the Consulate General of Qatar stating that all of your classes were completed in class and on campus. If any of your classes were completed online, the letter must state the percentage of classes that were completed online.  This letter must be an original letter with a ink signature.  Please see below the key points that must be on the letter.

In order the the Qatar Consulate to accept your diploma, the diploma, transcripts, and verification letter must be attached together and certified by the U.S. Department of State in Washington, D.C.

Verification must include the following key point:

  • Certificate information is accurate
  • Enrollment and attendance (Full-time, part-time, distance)
  • Study and test locations
  • Degree obtained by the student (diploma: Bachelor, Mastor, Doctorate)
  • Duration of the program
  • The actual time the student sepnt to get the certificate (Study start date and end date)
  • If this is a public or private acedemic institution
  • If the student attended more than one institution, it must mention this in the letter.
  • The letter must mention that the diploma took place on campus.  If the student took classes online, they will need to know how many classes where taken online and the percentage of these classes.

– Any university degree issued before 01/01/2000 must be submitted with a letter addressed to the Consulate of Qatar proving the completion of all courses, along with an original transcript

– Any university degree issued after 01/01/2000 must be submitted with a letter addressed to the Consulate of Qatar proving the completion of all courses in-class rather than online), along with an original transcript

Here are the two simple steps you will need to take before we can begin to certify and attest your diploma:

Step 1: Notarize Your Diploma – The first step is to contact the universities registrar and request the original diploma to be notarized.  If the school does not have a notary on staff, you will need to request a traveling notary to visit the school and meet with the Registrar.

Step 2: Mail-in Your Documents – The second step is to mail in your original notarized diploma included the documents the Qatar Embassy or Consulate office will require (see list above).  Failure to provide the required documents will cause delays in attesting your diploma.

Certifying and legalizing your diploma through the Qatar Embassy or Consulate is a multi-step process.  We will need to first certify your diploma through the State (Example: California), the U.S. Department of State, and the Qatar Embassy or Consulate office.

Chile Legalization

Certifying and legalizing documents for Chile is either a two or three step process.  Documents which fall onto the jurisdiction of a Los Angeles Consulate office only requires State certification and Consulate legalization.  Documents which fall onto the Chile Embassy requires State certification, US Department of State certification, and Chile Embassy legalization.

The country of Chile has one Embassy office in Washington, D.C. and six Consulate offices.  These Consulate offices are located in: California (Los Angeles & San Francisco), Texas (Houston), Florida (Miami), New York (Manhattan), and Illinois (Chicago).

Once we receive your documents, we’ll rush them to the State of California and the Chile Consulate office.  Our processing time is two to three business days.  Also, please note that the Chilean Consulate charges $12 to legalize each document.

China Embassy Attestation

The Chinese Embassy also offers expedited service.  The current fee charged by the Chinese Embassy is $25 for personal documents and $50 for business documents.  Also, the Chinese Embassy offers the opportunity to expedite the processing of your documents in two business days for an additional cost.  We recommend all of our clients expedite their documents through the Embassy in order to avoid lengthy delays.
